What to do with the Solano County Fairgrounds?

As many of your already know, since 2009 the 149 acre Solano County Fairgrounds have been marked to be transformed into "Solano 360," a mixed use area that combines retail, a restored creek, office space, an exhibition hall, and more.  The project would hopefully revitalize the area and improve the fairgrounds.  However, this development is not without its critics.  In an editorial by the The Reporter, they argue (based on a report by the Solano County Supervisors) that Solano 360 isn't economically viable, and instead the county should focus on tapping into Discovery Kingdom's visitors.
